MONTEREY SELECT BOARD
MINUTES OF THE MEETING OF NOVEMBER 22, 2004
The regular weekly meeting of the Monterey Select Board was opened at 8:30 a.m. with members Jonathan Sylbert (Chair), Michèle Miller, and Michael Storch all present.
· The Board met with Chief Gareth Backhaus to review Police Department items. There was discussion regarding the Police Department matching grant.
· The Board met with Director of Operations Maynard Forbes to review Highway Department items, as follows:
o Completion of Town Hall punch-list items
o Salt shed: No grant money available
o Need for a logging bylaw to protect public ways in Town
· The Board met with Dan Francese of Cardan Construction, architect David Bixby and Operations Director Maynard Forbes to resolve the outstanding issues with regard to the Town Hall construction and renovation. The Board reviewed the punch list item by item. Bixby stated that the contractor did not comply with the agreement, which stipulated completion of the punch list within five months. Cardan asked that the Board respond to his letter requesting release of funds to Cardan. It was moved by Miller, seconded by Storch, and unanimously voted to accept Bixby’s proposal to pay $6500 to Cardan for the outstanding items on the punch list. Sylbert read a
list of items submitted by Building Commissioner Don Torrico that do not comply with the State Building Code; it was determined that the Town will be responsible for the noncompliant items.
· The Board reviewed the Warrant for the Special Town Meeting, together with Town Clerk Barbara Swann, Town Accountant Barbara Gauthier, and Fire Chief Ray Tryon. It was decided to move the meeting site from Town Hall to the Monterey Firehouse. It was also determined that because the special article amending the Zoning Bylaws requires a public hearing, the date of the Special Town Meeting will be rescheduled for Saturday, December 18, 2004, at 10:00 a.m. at the Monterey Firehouse. Additionally, the Board will conduct a Public Hearing on Monday, December 13, at 10 a.m. at Town Hall to consider deletion from the Zoning Bylaws of Section VIII B: Exceptions
which do not require a building permit.
· The Board conferred with Bob Gauthier of the Board of Assessors regarding the update of Town maps and Assessor records.
· The Board met with Administrative Assistant Bonnie Tedder to review Town Offices items, as follows:
o Status of grant applications
o Town website
o Database of Town Officer addresses
o Vacation request

· Highway and Treasury Warrants were signed.
· The clerk was given instructions regarding correspondence.
· The Minutes of November 15, 2004, were approved as written.
· It was unanimously voted that the meeting be adjourned (12:15 p.m.).
